Holders of Diplomatic (Black), Special (Green), and Service (Gray) passports must obtain a visa from Iraqi representations in Turkey before traveling.
The Kurdistan Regional Government of Iraq may issue a visa to Turkish citizens entering the country via the Habur-Ibrahim Khalil land border gate. However, this visa is only valid for Erbil, Sulaymaniyah, and Dohuk cities. Traveling to other parts of Iraq with this visa is considered an illegal entry and may result in serious consequences.
