Purchasing an office, residence, detached house, or apartment in Montenegro allows you to quickly apply for a residency permit. As long as you do not sell the property, your residency permit can be renewed regularly. However, residency obtained through real estate purchase does not automatically convert into permanent residency.

📌 According to Montenegrin law, there is no minimum or maximum limit for the property purchase amount. For a family of four, if the children are under 18, a residency permit can be obtained for each individual. If the children are over 18, a separate property must be purchased, as the law considers them adults and residency can only be granted with a separate property.

📌 Check for Encumbrances

Just like in Turkey, Montenegrin properties may have encumbrances due to mortgages or pending legal cases. These restrictions are registered on the title deed. It is important to conduct proper checks before making an investment.

📌 Building Permit

If you are buying land, it is recommended to obtain a copy of the title deed from the seller and verify whether a building permit exists. If no permit exists yet, it does not mean it cannot be obtained later, but substantial fees may apply. The title deed will specify the type of structure, allowable area, total usable area, and other relevant details. If you plan to build a villa on the property, you can confirm that the necessary permit exists from the deed.

Your investment cost is not limited to the property price. Purchase-sale taxes, annual property tax, notary, and translation fees should also be considered.

  • Property transfer tax for individuals: 3%
  • For companies: 3% + 21% PDV (equivalent to VAT)
  • All costs in Montenegro are paid by the buyer; the seller does not contribute.
  • Annual property tax varies by municipality, ranging from 60 to 200 Euros.

📌 Montenegro Residency, Work Permit, and Company Establishment

🏝 Montenegro is considered a new investment hub in Europe. Its use of the Euro, favorable tax policies, and reputation as a safe country make it attractive for foreign investors. Montenegro has been a NATO member since June 2017 and is an approved candidate for EU membership. Its citizens have been able to travel visa-free to Schengen countries since 2009.

📌 Company formation procedures are almost the same for both locals and foreigners. The process takes 5 to 7 business days. To obtain residency and work permits along with company registration, a residential address and business address must be provided.

📌 Once the company is established, invoicing can start immediately. During this process, you will be guided through health certificate registration, notary procedures, Ministry of Interior registrations, and signatures required for residency and work permits. After half a day of procedures, you are free to enjoy Montenegro. A one-year temporary residency and work permit card will be issued within two weeks. The card must be collected in person from Podgorica, as the Ministry of Interior does not hand it over to a third party.
